APPLICATION.
City of Cuney, P.O. Box 95, Cuney, Texas 75759, has applied to the Texas Commission on Environmental Quality (TCEQ) for proposed Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0013728002 (EPA I.D. No. TX0137456) to authorize the discharge of treated wastewater at a volume not to exceed a daily average flow of 50,000 gallons per day. The domestic wastewater treatment facility is located at 495 County Road 3314, Cuney, in Cherokee County, Texas 75759. The discharge route is from the plant site to Jordan Creek; thence to Neches River Below Lake Palestine. Authorization to discharge was previously permitted by expired Permit No. WQ0013728001. TCEQ received this application on November 16, 2016. The permit application is available for viewing and copying at Cuney City Hall, 9551 U.S. Highway 175 West, Cuney, Texas. ADDITIONAL NOTICE. TCEQ’s Executive Director has determined the application is administratively complete and will conduct a technical review of the application. After technical review of the application is complete, the Executive Director may prepare a draft permit and will issue a preliminary decision on the application. Notice of the Application and Preliminary Decision will be published and mailed to those who are on the county-wide mailing list and to those who are on the mailing list for this application. That notice will contain the deadline for submitting public comments.
PUBLIC COMMENT / PUBLIC MEETING. You may submit public comments or request a public meeting on this application. The purpose of a public meeting is to provide the opportunity to submit comments or to ask questions about the application. TCEQ will hold a public meeting if the Executive Director determines that there is a significant degree of public interest in the application or if requested by a local legislator. A public meeting is not a contested case hearing.
OPPORTUNITY FOR A CONTESTED CASE HEARING. After the deadline for submitting public comments, the Executive Director will consider all timely comments and prepare a response to all relevant and material, or significant public comments. Unless the application is directly referred for a contested case hearing, the response to comments, and the Executive Director’s decision on the application, will be mailed to everyone who submitted public comments and to those persons who are on the mailing list for this application. If comments are received, the mailing will also provide instructions for requesting reconsideration of the Executive Director’s decision and for requesting a contested case hearing. A contested case hearing is a legal proceeding similar to a civil trial in state district court.
TO REQUEST A CONTESTED CASE HEARING, YOU MUST INCLUDE THE FOLLOWING ITEMS IN YOUR REQUEST: your name, address, phone number; applicant’s name and proposed permit number; the location and distance of your property/activities relative to the proposed facility; a specific description of how you would be adversely affected by the facility in a way not common to the general public; a list of all disputed issues of fact that you submit during the comment period and, the statement "[I/we] request a contested case hearing. If the request for contested case hearing is filed on behalf of a group or association, the request must designate the group’s representative for receiving future correspondence; identify by name and physical address an individual member of the group who would be adversely affected by the proposed facility or activity; provide the information discussed above regarding the affected member’s location and distance from the facility or activity; explain how and why the member would be affected; and explain how the interests the group seeks to protect are relevant to the group’s purpose.
Following the close of all applicable comment and request periods, the Executive Director will forward the application and any requests for reconsideration or for a contested case hearing to the TCEQ Commissioners for their consideration at a scheduled Commission meeting.
The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material water quality concerns submitted during the comment period.

Since the beginning of riverboat gambling in this area in 1991, the Clinton County Development Association (CCDA) has awarded more than $27 million dollars to deserving county organizations. The monies are designed to promote economic development, build and retain employment opportunities, and improvements that enhance the quality of life in Clinton County. In 2016, more than $1.6 million was awarded to non-profit organizations through grants, pledges, and scholarships. These dollars can be seen throughout Clinton County providing improvements to services that enhance the lives of residents. Examples of projects include: grants for fire protection equipment for Goose Lake, Clinton and Welton; marketing funds awarded to Clinton, DeWitt, and Central Community School District; grants for programs at organizations such as Big Brothers Big Sisters of Clinton, Clinton Substance Abuse Council, Clinton Kiwanis Club Foundation, Northend Outreach Ministries, Dedicated to improving the quality of life and providing recreational opportunities for all Clinton County residents and visitors.
Clinton Fine Arts Association; and new building/improvement projects at Salvation Army, Prince of Peace Catholic Church, Clinton County Agricultural Society Swine Building and many more worthy projects. Civic enhancements included projects at the Lincolnway Railport, Bridgeview Community Mental Health Center-Community Support Van, Stain glass window at Catholic Historical Center at St. Boniface, Community gathering area at L’Arche, Museum Exhibits for the Sawmill Museum, and Education equipment for Clinton County Conservation Foundation. The CCDA proudly supports a diverse selection of Clinton County non-profit organizations, and all of these projects add to the already impressive list of projects partially funded by CCDA dollars. CCDA is the non-profit license holder for the Wild Rose Casino and distributes a percentage of profits from Wild Rose to surrounding non-profit organizations.

On the 22nd day of February, 2017, a petition was filed in this Court for the adoption of M.G.S., born January 31, 2016; and an application has been filed to allow the adoption without the consent of the natural mother, legal father and putative father and said application is set for hearing on the 20th day of March, 2017, at the hour of 9:30 o’clock a.m., in the District Courtroom of Judge Norman Thygesen in the County Courthouse of Muskogee County in Muskogee, State of Oklahoma. Petitioner has alleged in her petition and application that said child is eligible for adoption in that you, Ashley Nichole Keidel, the natural mother of
M.G.S. and you, John Doe, the putative father of M.G.S., and Channy Lee Keidel, the legal father, of M.G.S., have failed to exercise parental rights or duties over said child, including failure to contribute to the support of the child to the extent of your financial ability and failure to maintain a substantial and positive relationship with the minor child. YOU ARE, THERE-FORE, NOTIFIED THAT THE COURT WILL HEAR EVIDENCE IN SUPPORT OF AND IN OPPOSITION TO THE GRANTING OF THE APPLICATION AT THE TIME AND PLACE SHOWN ABOVE WHERE YOU WILL HAVE THE RIGHT TO BE PRESENT, HAVE AN OPPORTUNITY TO BE HEARD AT SAID TIME AND PLACE, AND HAVE THE RIGHT TO OBJECT TO THE ADOPTION OF SAID CHILD.
